The Maroondah Sustainability Strategy has reached draft status and was endorsed for public exhibition at the last Council meeting. Public comments and submissions can be made about the strategy up to the 1st of December, whereby this feedback will be considered when the policy is finalised at a future council meeting.
The Maroondah Sustainability Strategy will guide the council’s approach to energy, water, transport and resource usage for the next four years and it is therefore critical that the document sets proactive environmental targets.
The Maroondah Leader has reported on the Draft Strategy, including its carbon neutral target of 2020:
Cr Alex Makin, who also voted to support the draft plan, said the council should set an interim target to ensure it reached its 2020 goal.
Currently there are no interim targets to measure council’s progress towards reaching carbon neutrality. While I personally believe that the target should potentially be brought forward to 2012, it is also imperative that interim goals are established to guide council budgets and to measure progress towards becoming carbon neutral.
Back in the year 2000 the then council set a target of reducing energy consumption by 20% by the year 2010. Unfortunately due to the lack of interim targets this was largely forgotten until public pressure along with myself, Jo-anne Taylor and Maureen forced the council to recommit to this goal.
It is therefore essential that any carbon neutral target includes appropriate interim goals to measure progress and keep council accountable for its performance in meeting this objective.

While the State Government has announced $39 million for the redevelopment of Ringwood Station interchange, the station itself has missed out on a commitment. The Maroondah Leader has reported on these concerns:
Maroondah councillor Alex Makin said it would not address the “crux of the problem” - the physical condition of Ringwood Station.
“They are addressing the cosmetic side of the precinct but people will continue to struggle day in and day out with those ramps,” Cr Makin said.
The announcement has indicated that the State Government will providing $39 million of funding over three years in the 2009/10 State Budget for the redevelopment of the bus interchange and station forecourt.
“Ringwood cannot be an economic and employment hub if it remains difficult to access by public transport. I’m concerned that this announcement may make it difficult to get further funding for the station redevelopment.”
Ringwood Station currently fails disability compliance standards making it difficult for people with disabilities to access Ringwood and the employment, community and recreational opportunities it provides. It is extremely disappointing that the State Government will not address these concerns.
I will be continuing to advocate for the redevelopment of Ringwood Station so that we can have an inclusive urban centre that can be accessed by all members of our community.

The Maroondah Journal has reported on the the State Government’s announcement of $39 million for Ringwood Station beginning in the 2009/10 State Budget.
Eastern Transport Coalition spokesman and Maroondah Councillor Alex Makin said the funding was “half-complete” and failed to cover improvements to accessibility.
“The steep gradients of the ramps at Ringwood station means it fails disability-compliance standards.”
While it is encouraging that the State Government is finally delivering tangible funding to Ringwood, it is disappointing that the station itself will not be improved. This means that further advocacy is required to ensure that the Government commits to delivering an accessible transport interchange to create an inclusive public transport system for Ringwood and Maroondah.
I will continue to advocate for improvements to Ringwood Station to ensure that the State Government delivers this commitment.

Today’s forum for people with disabilities and carers provided an opportunity to discuss the feedback produced by the workshop that was held earlier this year and also to consult the participants on council’s new disability policy and action plan.
While current budgetary resources meant that the forum must remain at its current quarterly frequency, this will be reviewed early next year. Assuming that I am returned as a councillor after November’s elections, I will be advocating for the forums to be held on a bi-monthly frequency or for another working group to be established to exclusively examine strategic and advocacy issues. Either option will ensure a greater level of engagement for people with disabilities and ensure an improvement to the level of accessibility within Maroondah.
One of the major concerns from the feedback was the lack of publicity in regard to the forum, this has been rectified with council issuing media releases to publicise the forums and it being included on the council website. This will assist in ensuring that the community is aware of the forums and the opportunity to provide input and to inform council on accessibility issues. Terms of reference have been developed to provide direction for the forum and help improve communication and feedback between participants in the forum and council.
The guest speaker was from the Commonwealth Respite Centre who spoke about the programs that are available for carers and for people with disabilities in seeking respite or taking a break from their usual duties.
Today’s forum also included a workshop on council’s future Disability Policy and Action Plan. The policy, which is expected to be adopted in draft status at the next council meeting, will govern council’s approach to accessibility issues and its role as an advocate on behalf of the community. It is imperative that the views of people with disabilities and carers are taken into account so that council can be responsive to the needs of the community.
While the forum provided an additional opportunity for comment, people will be able to submit their thoughts on the policy once it reaches draft status. I encourage members of the community to take an interest in the policy as it will shape council’s position on accessibility.

One of the areas that requires feedback is in regard to the need for a Disability Advisory Committee. Councils such as Monash, Knox and Whitehorse all have committees which provide strategic advice to council in regard to accessibility issues. This differs from Maroondah’s forum, in that the focus is on strategic issues with representation from peak groups. The forum for people with disabilities and carers provides an opportunity for input on specific issues, while the committee could oversee the strategic direction on council’s approach to accessibility and supervise the implementation of the disability policy and action plan.
Such concepts must be considered as part of council’s approach to accessibility to ensure that Maroondah strives to create an inclusive municipality.
The next forum for people with disabilities and carers will include a session on the Ringwood Transit City and the need for an accessible and safe Ringwood Station.

The Maroondah Leader has reported on the recently held Eastern Transport Coalition Summit and the renewed advocacy campaign for the upgrade of Ringwood Station, amid the arrival of the Premier and Cabinet for a community cabinet at Maroondah’s Karralyka Centre.
Councillor Alex Makin told an Eastern Transport Coalition summit earlier this month that a firm commitment to the station redevelopment was urgent.
The redevelopment of Ringwood Station is critical to ensure the revitalisation of Ringwood into an accessible and sustainable urban centre that is well served through public transport.
Cr Makin said a lack of State Government funding for the project threatened the revitalisation of Ringwood.
“The Government claims it is ‘committed’ to Ringwood but its words are meaningless without a financial commitment,” Cr Makin said.
The State Government cannot expect the community to believe its promises when it constantly fails to deliver funds to redevelop the station. While the State Government provided minor funding in previous budgets to undertake feasibility and design works it failed to deliver a single cent to deliver the necessary works to redevelop the station into a safe and accessible transport interchange.
“Ringwood Station is consistently rated as one of the most unsafe locations within Maroondah it fails Commonwealth accessibility standards.”
The Eastern Transport Coalition stands united in its call for the upgrade of Ringwood Station. It is imperative that Maroondah City Council holds the State Government to account so that the station redevelopment is delivered as part of the overall revitalisation of Ringwood.
