Tonight’s Council meeting included a community led petition to review parking restrictions and conditions between Graham, Bridge and Princes Streets in Port Melbourne, as well as the adopting Council’s updated Domestic Animal Management Plan and revisions to Council’s Footpath Trading Fee Policy which will simplify arrangements for traders.
Petition: Parking Restrictions Graham, Bridge and Princes Streets in Port Melbourne
I lodged a petition on behalf of residents seeking a review of parking restrictions between Graham, Bridge and Princes Streets in Port Melbourne.
This location experiences a mix of commuter, resident and business parking within a mix of permit and non-permit zoning. Tonight’s petition will commence the review process and explore what changes can be undertaken.
Domestic Animal Management Plan 2026-2029
Councils are required to update their Domestic Animal Management Plans every four years. Tonight’s meeting endorsed the updated Domestic Animal Management Plan covering 2026 to 2029 with actions including simplified pet registrations and introducing a permit system for professional dog walkers.
The permit system will ensure professional dog walkers can continue walking up to eight dogs and will prioritise Port Phillip based dog walking businesses within our dog friendly spaces.
Council also confirmed its commitment to commence a trial of dog waste bags with the following motion moved by Cr Heather Cunsolo and myself:
That Council:
3.1 Acknowledges and thanks the community for their input and feedback on the draft Domestic Animal Management Plan (DAMP).
3.2 Endorses the Domestic Animal Management Plan 2022-2025.
3.3 Authorises the Chief Executive Officer, or delegate, to make final design or minor editorial changes that do not materially change the intent of the DAMP.
3.4 Provides the Secretary of the Department of Jobs, Precincts and Regions with a copy of the endorsed Domestic Animal Management Plan 2026-2029.
3.5 Notes the community feedback supporting the introduction of dog waste bags in public spaces.
3.6 Approves a 14-month trial of dog waste bags in up to 12 locations across the
Municipality to be informed through community input.
3.7 Further investigates a system to allow traders and organisations to apply for a dog waste bag dispenser and bags to help reduce dog waste concerns in our
municipality.
3.8 Allocates the remaining $50,000 in budget savings from the DAMP project to fund the trial.
3.9 Requests officers to report back to Council the outcomes at conclusion of the trial.
The dog waste bag trial, which will bring Port Phillip Council in line with facilities offered across other areas, will encompass community input to guide the selection of sites.
Footpath Trading Fee Policy Review
Port Phillip currently has a confusing array of 22 different rates and 70 fees in relation to footpath trading.
The updated Footpath Trading Policy simples this by replacing the current mechanism of charging per furniture item with a simpler model that simply applies a rate per square meterage. The result is a simpler model that also enables an overall reduction in fees and charges that will be payable.
