Maroondah Journal: One step at a time for Mayor

One of the first initiatives I implemented as Mayor was to return the Mayoral car, meaning I would continue to utilise sustainable transport, such as buses, trains and walking when undertaking Council commitments.

The Maroondah Journal has reported on my usage of sustainable forms of transport within my Mayoral term:

Maroondah mayor Alex Makin has put his money where his mouth is, returning his mayoral vehicle to use public transport to get to council appointments. The long-time public transport advocate, gave up the car when he became mayor in December, putting the money back into the budget to benefit ratepayers.

Traditionally the Mayor of Maroondah has been provided with a car, which is traded in every two years. As Mayor I gave in the car providing a saving to Council and reinforcing the importance of sustainable transport within Maroondah.

Cr Makin said he had decided to give up the mayoral car because he wanted to lead by example.

“I live within the Ringwood central activities district, an area where the council is encouraging sustainable forms of transport, such as public transport and walking. It would be hypocritical for the mayor to use the car when living in an area where we are encouraging sustainable transport.”

Cr Makin said he planned his travel in advance to arrive at his appointments on time, but the lack of links between bus and train services could cause difficulties at times.

However, he said time spent travelling was sometimes a bonus.

“I tend to do a lot of council work on the move, whether it be phone calls or emails, while using public transport, so this time is quite efficiently used in terms of catching up with work.

“Certainly there is a benefit in terms of fitness and seeing Maroondah first-hand on a street-by-street basis.

“Public transport and walking also provides a great opportunity to speak to residents and community members and helps convey the role of being mayor and a councillor,” he said.

Cr Makin said he hoped future mayors of Maroondah would follow in his footsteps by using public transport where they could.

The mayoral car was traded in and replaced with a travel allowance, which Cr Makin said had provided a saving.

“It also demonstrates that councils should consider flexibility when providing travel, rather than following the standard formula of providing a car for the mayor.”

The transformation of Ringwood depends on public transport improvements to encourage sustainable forms of transport. As a Mayor that lives within the Ringwood Central Activities District I believe it is important to lead by example and demonstrate that public transport can be a viable form of transport.

While frequency and operating span improvements are required, particularly for bus services and off-peak rail travel, Maroondah does have the foundations of an integrated and functional public transport system. Complemented by Maroondah’s walking trails, sustainable forms of transport should be encouraged within the municipality.

Maroondah Journal: Drive is on for major boost to trains, buses

The Eastern Transport Coalition’s “monster petition” was launched this morning at Monash University. The petition has six key requests calling the State Government to improve public transport infrastructure across the region:

  1. A full and public feasibility study for a heavy rail line to Rowville,
  2. A full and public feasibility study for a heavy rail line to Doncaster,
  3. A greater commitment to the extension of the Metro rail tunnel from Domain to Caulfield,
  4. A full and public feasibility study for an increase in capacity on the Belgrave/Lilydale and Glen Waverley lines,
  5. Improved facilities for passengers, particularly at interchanges located in central activity districts – Ringwood, Dandenong and Box Hill,
  6. Fully accessible public transport facilities and vehicles

Maroondah Council’s representative on the coalition, Cr Alex Makin, called on the Government to finish the Ringwood Station upgrade.

These requests include the much needed upgrade of Ringwood Station to ensure that Ringwood is provided with a safe, accessible and easy to access transport interchange.

“The State Government through its budget has committed $39million towards an upgrade of the Ringwood central activities district but that funding excludes the physical station itself.

While the State Government has committed funding for the Ringwood bus interchange and station forecourt, works to the station itself are currently not part of this project scope.

“Ringwood railway station currently fails disability compliance standards because its ramps are narrow and very hard to access. It’s also difficult to access for mums with prams and students with heavy backpacks.”

The Monster Petition will be spending a month at each member council and will visit Maroondah during November.

2009-2010 State Budget Breakfast

This morning I attended the 2009-2010 State Government’s budget breakfast, hosted by the James Merlino, Member for Monbulk and the Minister for Sports, Recreation and Youth Affairs, as well as Tammy Lobato the Member for Gembrook.

The breakfast included a presentation from the Treasurer John Lenders, who spoke about the challenges facing Victoria in coming years and the initiatives announced within the Budget.

The State Government has announced and budgeted for the $39 million redevelopment of the Ringwood Station forecourt and bus interchange. Unfortunately the State Government has not been forthcoming with funding for the second stage of this project, which would presumably include the redevelopment of the station itself, so that it would comply with disability compliance and provide passenger conveniences on the main platforms.

While the first stage of the project will certainly assist in improving the image of Ringwood Station, it is imperative that the State Government promptly provides funding for the second stage.

Several public transport improvements are expected over the next year, including further bus improvements and additional trains. It is hoped that this Budget marks the beginning of a real emphasis on public transport to mitigate traffic congestion and provide a sustainable and accessible form of travel.

Media Release: Council establishes public transport priorities

Maroondah City Council has confirmed the priorities for public transport issues to be advocated through the Eastern Transport Coalition.

Councillor Alex Makin is Maroondah City Council’s representative on the Eastern Transport Coalition, a group of seven outer Eastern metropolitan Councils.

“The Eastern Transport Coalition is an ongoing collegiate of seven Councils that advocates to the Federal and Victorian Governments for sustainable and integrated transport services in Melbourne’s outer East,” said Cr Makin.

“Each year the Eastern Transport Coalition seeks to set objectives for advocacy regarding improved bus services, more rail services and better coordination between modes of public transport,” said Cr Makin.

“At the formal meeting of Council on Monday this week, Council confirmed Maroondah’s public transport advocacy priorities for 2009,” said Cr Makin.

The three priorities are:

  • The triplication of the rail line from Box Hill to Ringwood;
  • The upgrade of Ringwood Railway Station and the bus interchange, and
  • The continued improvements to coverage and service frequency for the bus network within Maroondah.

“As Council’s representative on the Eastern Transport Coalition, I will be ensuring that these priorities are uppermost in the minds of the Coalition and in our advocacy to the State and Federal Government,” said Cr Makin.

Maroondah Journal: Boost trains, users urge

Amid the recently held Eastern Transport Coalition Public Transport Summit, the Maroondah Journal has continued to explore public transport issues, particularly, in regard to the need for service improvements along Melbourne’s rail network.

Eastern Transport Coalition spokesman Cr Alex Makin said evening services would be an easy fix. “There’s nothing stopping the Government from saying tomorrow it will provide additional inter peak services. It would be instant relief for families struggling with increasing fuel prices.”

Inter peak services (services that are between the morning and evening peaks) beyond Ringwood currently operate at a half hourly frequency, severely limiting the opportunity to use public transport outside of peak hours to travel to and from the Ringwood Transit City.

Likewise evening services after 8pm operate at a half-hourly frequency limiting choices available for people that work late.

He said more frequent evening and inter peak services were critical for people to get to and from activity centres, such as the Ringwood Transit City.

The fact that weekend services operate at a 20 minute interval demonstrates that more frequent inter peak weekdays services are possible. For example, it is absurd that people wishing to travel between Croydon and Ringwood at 10am on a weekday are required to wait up to half an hour for train, when on a Saturday or Sunday they would be waiting for 20 minutes.

The government has stated that it will be revising the train timetable next year, hopefully they rectify these anomalies within our train timetables and help reinforce the importance of public transport within the Ringwood Transit City and the outer east.

Eastern Transport Coalition Public Transport Summit

The Eastern Transport Coalition represents one million residents across the seven eastern metropolitan councils within Melbourne’s eastern suburbs.

Today’s summit highlighted the need for public transport improvements within the eastern suburbs to become sustainable and accessible through providing transport choice for residents facing worsening traffic congestion and rising petrol prices. The theme includes the infrastructure needs of the region and included presentations on the need for new rail lines serving Rowville and Doncaster, as well as required improvements to the Belgrave and Lilydale rail lines.

The keynote speakers, Professors Peter Newman and Graham Currie, spoke about the importance of public transport in reducing greenhouse emissions and mitigating the effects of rising petrol prices. Both speakers reiterated the trend of rising petrol prices and demonstrated quite clearly that such increases were only going to continue.

While the Premier was unable to attend, Rob Hudson, the Parliamentary Secretary for Public Transport, stated that the Government would release a new transport plan by the end of the year. While the State Government released Meeting Our Transport Challenges in 2006, the plan was widely condemned as being inadequate and failed to plan for any infrastructure improvements in the eastern suburbs. It is hoped that the government’s next plan will rectify these shortcomings.

The Opposition Leader, Ted Baillieu, spoke about the government’s litany of public transport plans and the increasing cost of inaction. While the opposition leader did not make any commitments, he did highlight the need for rail lines to Doncaster and Rowville.

The summit was extremely well attended by community members, as well as local councillors, State MPs and members of local environment and transport groups. Time was provided to allow attendees to discuss the needs of the eastern region and during this time the need for accessibility improvements on public transport was mentioned.

I spoke on the needs of the Belgrave/Lilydale lines and Ringwood with Cr. Samantha Dunn from the Shire of Yarra Ranges, who spoke about the need for rail duplications to improve the reliability of the line.

My presentation focused on the need for rail improvements between Box Hill and Ringwood and the importance of Ringwood as a regional centre within the eastern region. The expectations of eastern Melbourne and its 1 million residents were conveyed at this summit. The State Government must act and deliver the much needed public transport infrastructure, including the redevelopment of Ringwood Station, that is urgently required for the region

Eastern councils united in the call for public transport improvements

As the Deputy Chair of the Eastern Transport Coalition I accompanied the Mayors of the eastern region in the signing of a letter calling on the Premier and the Leader of the Opposition to attend the upcoming public transport summit on the 4th of July and to commit to improving public transport services and infrastructure within the region.

The fact that the seven Mayors have signed this letter demonstrates that the eastern region is united in its call for public transport improvements. Melbourne’s eastern suburbs is home to almost one million people and includes regional centres such as Box Hill, Ringwood and Dandenong. It is critical that Melbourne’s eastern suburbs be provided with a standard of public transport that provides an alternative to spiralling petrol prices and car dependence.

Doncaster and Rowville need rail lines to provide the infrastructure that should have been installed decades ago and centres like Box Hill, Ringwood and Dandenong need stations that are safe and accessible. Bus services should be frequent, readily available and coordinate with trains and other bus services.

Much needs to be done to improve public transport in the eastern suburbs and the joint letter demonstrates the region’s commitment to the advocacy of public transport improvements.

Eastern Transport Coalition – standing united over the Ringwood Transit City

Tonight’s Eastern Transport Coalition (ETC) meeting included discussions with Gary Liddle (CEO) and Robert Freemantle (Executive Director – Network & Asset Planning) from VicRoads. A number of questions were directed towards VicRoads particularly in regard to management of an integrated transport network.

Specifically I asked about the VicRoads plans for Maroondah Highway given that the State Government failed to provide funding for the redevelopment of Ringwood Station. While it was understood that VicRoads agreed to the need of calming Maroondah Highway in the context of the station redevelopment, it was unclear whether this would be undertaken separately.

Perhaps unsurprisingly VicRoads is unwilling to consider calming of Maroondah Highway without a commitment from the State Government in regard to Ringwood Station. This will severely impact on the ability to revitalise Ringwood and businesses along Maroondah Highway and while VicRoads stated that they will consider interim solutions no details were discussed as to what options would be considered.

While the government had a tremendous opportunity to ensure an integrated transport approach through its creation of the Department of Transport, it has failed to incorporate VicRoads within this structure. VicRoads will still remain a statutory authority with direct reporting lines to the Minister for Roads. This added advantage for VicRoads, with its own separate operating budget, leaves public transport as well as other forms of sustainable transport, such as cycling and walking, at a disadvantage.

Likewise there is still a disconnect between transport and planning. The failure to announce funding for Ringwood Station is indicative of this since it jeopardises the future of the Ringwood transit City and the creation of a vibrant town centre.

The Eastern Transport Coalition recognises the regional significance of the Ringwood Transit City and the importance of creating an accessible and safe station. The strength of the Eastern Transport Coalition, through its representation of seven councils and one million residents, will assist in ensuring funding for the redevelopment of Ringwood Station.

The strength of the Eastern Transport Coalition was recognised when it successfully led a campaign to abolish zone three and this influence will be recognise once again with the group standing united on the need for the redevelopment of Ringwood Station.

The Eastern Transport Coalition is preparing a public transport summit for Friday the 4th of July. This summit will include details on the public transport needs in the outer eastern suburbs.

Scoot Wheel n Move Workshop

Scoot Wheel N Move is a council auspiced community group, which aims to improve the level of accessibility for people with mobility aids, such as wheelchairs and scooters. Initiatives such as the recharge program, the mobility booklet and public forums stemmed from Scoot Wheel n Move and it is is important to reflect on the priorities of the group to ensure that the group’s tremendous success continues.

Today’s workshop was facilitated by Access Audits Australia and provided an opportunity for participants to discuss Scoot Wheel n Move and ideas for future projects that the group can undertake. Discussions centred around extending the mobility booklet and further campaigning for the redevelopment of Ringwood Station and public transport improvements including more frequent and accessible bus services. A number of pedestrian crossings, which do not provide enough time to cross the road, were also identified as an area needing further campaigning.

Scoot Wheel n Move is a community led group and this has been the primary reason for its success. I am certain that 2008 will bring further achievements for this group.

Eastern Transport Coalition meeting – calling for State and Federal investment in public transport

Tonight’s meeting of the Eastern Transport Coalition included a presentation from John Stone, project officer at GAMUT, the Australian Centre for the Governance and Management of Urban Transport.

John spoke about the case for Federal funding of public transport and the need for the Commonwealth to provide such funding in return for operational reforms at a State level. In Victoria such reforms should include the creation of a holistic statutory authority that is responsible for both roads and public transport. This would end the imbalance that exists between VicRoads and the Public Transport Division in the Department of Infrastructure (DOI) by ensuring that all transport projects are assessed equally. Furthermore reforms should include operational measures such as ensuring that buses connect with rail services, so as to provide an integrated transport system that functions as one network.

Requiring such reforms in return for federal funding would ensure that the Commonwealth would receive maximum return for its investment and would prevent waste at a state level. The fact that states such as Western Australia and Queensland have been able to invest in new rail lines after undertaking departmental reform demonstrates that rail extensions can be provided efficiently and economically.

Issues such as congestion and greenhouse emissions, are a national issue and it therefore requires a nationwide response through federal investment in urban public transport infrastructure. Federal involvement would not shift blame from State to Federal Governments but would instead provide accountability and ensure that State Governments would honour their commitments.

The Eastern Transport Coalition will be preparing a discussion paper to advance the campaign for federal involvement in urban public transport.
